The English patch has a new home. All future versions will be available here.

Original post for posterity:

<Qwerty> arkive vs. fanslation patch vs. dog machine
<Qwerty> THE GAME IS AFOOT
<Agrajag> (I'd bet on the dogmachine)

Well, can't win them all.

PHANTASY STAR ONLINE 2: Release version patch
Most recent version: April 21 2017 (main, JP enemies/E-trials), August 12 2016 (large files). All files up to date.
This file contains most of the patch (all the necessary parts, several of the unnecessary ones).
Large files (optional)
JP enemies (only use if you want the enemy names to remain in Japanese).
JP E-Trials (only use if you want the emergency trial names to remain in Japanese).
Discuss the patch in this forum.

Note:
Bandwidth isn't free. You can donate to the server host by clicking here. All proceeds go to upkeep--you'll even get your name posted on the site here. It only really needs $14 a month to keep going, so anything you can contribute will be greatly appreciated!

INSTALLATION INSTRUCTIONS:
Download file, extract to your game's data\win32 directory.
By default, this will be:
32-bit: C:\Program Files\SEGA\PHANTASYSTARONLINE2\pso2_bin\data\win32
64-bit: C:\Program Files (x86)\SEGA\PHANTASYSTARONLINE2\pso2_bin\data\win32

  • If your game patches after you have copied the English patch files over, you will need to copy them over again (but don't do this after a content update, as it'll break stuff).
  • If you are having trouble extracting the patch to the win32 folder due to 'Access denied', run WinRAR as Administrator and navigate to the rar through that, then extract as normal.

Warning:
This is still against the ToS. While it's very unlikely you'll get banned for using it, it's still possible.
Using the <target>, <class>, <pa>, <technic>, <et1>, <et2>, <et3>, or <area> macros will broadcast the translated message. Do not use them in public parties.
Update August 2014: Episode 3 added the "Default Party Name" option (under basic options). If you want to travel incognito, you will want to set this to "Use name of original leader", otherwise it will name your party based off of the patched name of your current quest.

Translation notes:
We went with Dexterity/DEX instead of Ability/ABL or Skill/SKL. I felt that both of those names were ambiguous ("Ability" is a unit special that's not directly related, Skill would make it seem connected with actual skills). Qwerty suggested "Knack"/NAK, which... I can't really explain why we rejected.
The "Gulf" line of monsters has been subtly renamed. They are now Gulf, Fangulf, Gulfur, and Fangulfur, because... well... Fangulfur. Garongo is finally properly named. Big "Varder" is being called Big "Vardha" to make the reference slightly clearer.
Rewrote the mission descriptions. They were very wordy.
Xeno is now Zeno (as in Zeno's paradox). Rodio is now Rogio (as in... we have no idea, really). Maloo is now Marlu (as in the minor planetoid).

Special thanks:
scriptkiddie: Making this all possible in the first place.
Logokas and Shanic: Assistance with the actual encryption
Mewn, EspioKaos, Tycho, Red_Spyro, Aewyn: Translation.
Aida and the people here: NPC autowords
Qwerty: Menial copy-and-paste (tons of it)

EDIT 1/2/2018: Removed now-broken links.

Patch notes - August 9th
* Dragonland quests and Dragonland/Michaela client order names/requirements are now translated.
* Navigator and pilot chatter is now translated!
* Fixed various bugs, typos, and cut-off text instances.
* Fixed the banner not appearing in the middle of the screen for quest acceptance and client order acceptance/abandoning/reward receiving.
* Fixed inconsistent terminology for the boosting of elemental attributes on weapons. It is now known as 'Attribute grinding' or 'grind attributes'.
* Translated a few Matter Board text strings that were in a different file.
* Translated telepipe/select a destination/trying to enter another party's single party area messages.

Known issues - August 9th
* The following are believed to be server-side and cannot be translated by a client patch:
    - Item names and descriptions.
    - Title names and prerequisites.
    - Matter Board names (possibly)
    - Parts of the Campship Partner Terminal (possibly)
* Much of the story/descriptive text is untranslated, as are most Event Tablet names.

Further reported issues will be added when confirmed. Future patches should solve some of these issues.

Pretty related: GSpreadsheets just added cell protection.

Ack, Sega, too quick bringing the server back up. Updated the patch, it works again, the new client orders aren't done, but enemy/item attribute/quest names are. Available here, but I also updated the link in the first post.

Expect a supplemental change in the next few days once someone who's both "not me" and "not on a time limit" looks at it.

Okay everyone, I'm very sorry, but you have to redownload the patch. I fixed a major error with the quest and enemy names (namely, they were all named the same as other things).

Patch update. This one's big in terms of filesize (went from 6mb to 70mb), but not so much in terms of content. Future updates will be split into two parts (since most of the filesize belongs to stuff that's not going to change). Most importantly, the new quests and client order requirements are translated now.

Mentioned in IRC but I'll bring it up here too:

essen, it might be a good idea to set Agrajag up with FTP access for either Arkive or PSUP so we can mirror this somewhere with less bandwidth restrictions than dropbox.

EDIT: I'm mirroring it on my PSUP space, but it'd be cool to get Agra the ability to put it in a place of his own.

Updated the patch. Do note that it's in two archives now, although only one is entirely necessary (the other is field chatter-generally things that have voice acting).

New patch release. Turns out Sega changed the URL in the first file the game loads, so it crashes on launch with the old one. Note that the 9/18 large files download still works.

Changes:
Team orders (roughly) translated.
Various team menus translated.
Emergency trial text restored (Sega added punctuation, which threw false positives for "this stuff got changed").
Event tablet names translated. Note that these are WIP and subject to change.
A few typos finally fixed ("exterminatee", those strings that started with ").

The big thing: Several NPCs have been renamed. Turns out a huge portion of the lobby NPCs are named after minor planetoids, as follow:
Code: Select all
Previous name   origin
Faina   751 Faina
Girard   10450 Girard
Brigitta   450 Brigitta
Tea   453 Tea
Lola   463 Lola (note: 467 Laura also exists, but we kept it Lola because it's been used already)
Cressida   548 Kressida
Nanon   559 Nanon
Melitta   676 Melitta
Wood   1660 Wood

Doo-Doo   564 Dudu
Furie   10101 Fourier
Lavelle   13358 Revelle
Emeline   3471 Amelin
Salome   5059 Saroma
Josef   39971 Jozsef

Beize   1591 Baize (not an NPC, but still there)

Not a planetoid, but Ulc has also been renamed to Uruk.

There were a few more changes that were considered, but have not been included yet because they're still in doubt. These are Ohza -> 5080 Oja and Ria -> 5411 Liia.

So, posting about this again, since it's become an issue again (somehow).

essen, it'd sure be swell if you could set Agrajag up with PSUPedia (or Arkive) SCP access (and maybe even a subdirectory) for the patch. It'll be more reliable than dropbox, and we won't have to worry about relying on someone else volunteering server space.
