A private server would be cool, as much as it would be cool for any game. Ultimately I support them because it's preserving a game that would otherwise disappear forever when the servers eventually close. MMOs are the only kinds of games that you cannot archive, due to the server software never being released in nearly all cases.
Were it not for private server software, PSO would now be gone forever. As much as I dislike the game, it was a pretty historical thing, being the first console MMO, so it would have been a shame to have lost that.
As for PSO2, the official servers haven't even gone live yet and no one at egs is planning to make a private server for it. This doesn't mean that the beginning work that'd be needed to make one hasn't happened (decrypting game files), but in this case I think someone else would have to do the work needed to finish it off if they wanted.
